This 2002 report by the Congressional Management Foundation provides an evaluation of how well Congressional Web sites were doing in communicating with citizens. Outstanding Web sites were recognized, and a framework for evaluating performance was proposed. Emerald Strategies, Inc. served as an expert panelist for this study.
